Personality: Barby is, to put things bluntly, a huge snob. Her character design, personality, and mannerisms are all based off of the mean, rich, blonde, and popular cheerleader character type we've seen in pretty much every single high school movie ever made. However, while she is a reference (if not an outright parody) of this character type, the queen bee still stands out as her own character thanks to a variety of things, including a few subversions to the common character type.

Unlike most "popular girl types" who merely act like they rule the school, Barby actually does. She has more power over the student body than the teachers and principal, and even gets carried down the halls like an empress, complete with the student body going out in the hallways to admire and even "worship" her. While it's never shown how she came to power, one could imagine her good looks and charisma allowed her to woo the easily-swayed minds of her fellow students.

Thanks to her life being filled with praise and worship, the blonde has developed an ego about the size of the planet itself. She expects people to submit to her will without hesitation and to do as she commands without a second thought. When someone comes along who refuses to submit to her, or if they simply do something to anger her (and she does have a bit of a short temper), Barby forms a massive grudge against the person who offended her. Once a grudge has been formed, she won't stop until either the offender gets cut down to size, learns their place, or their social reputation is completely and utterly ruined in the eyes of their peers...

Of course, she's also not above getting rid of the person permanently, but that's more of a last resort.

An interesting thing to note is that her personality didn't change at all despite becoming a ghost. Barby was able to continue her rule without suspicion, and unlike most ghosts in the series, she wasn't actively violent towards humans. Her main goal in life was the same in death; to maintain control of the school. While it was stated in-canon that several students had gone missing, it's entirely possible that Barby got rid of them because they refused to submit to her demands, as she wasn't shown being attacking any members of the student body until all other methods of control had been exhausted, thanks to the Anarchy Sisters stealing her spotlight.

While Barby is indeed an incredibly vain indivual, it's been shown in canon that she has no problems with taking care of the person she holds a grudge against by herself, meaning she doesn't mind getting her hands dirty so long as the pay-off is worth it. Unfortunately, every single attempt she tried to best the Anarchy Sisters ended in failure, serving to either enrage her further or to make her seem less and less important until finally she was "replaced" by the two angels, which caused her to flip out.

To sum everything up, Barby is a character who is used to being praised and admired constantly. She needs people to worship. When they don't, she flips out and becomes extremely jealous if another indivual is stealing "her" spotlight and does whatever it takes to bring them down and herself back up. It's not known why she's like this, but it seems very likely that she believes she deserves all the attention because she's just that good. Hell, in canon she even went as far as to call herself a goddess. Ego the size of a planet indeed.

[Anyone watching the Team Rocket feed would be greeted with a very large and angry-looking purple eye pressed up against the camera. It twitches for a few seconds, before the owner finally peels her face off of the camera, revealing the started of this "message" to be a young blonde-haired woman. A young blonde-haired woman who looks like she could murder someone.]

I don't know who designed this uniform or who they think they are, but whoever it is, they certainly don't have ANY taste in fashion whatsoever! I mean just look at this outfit!

[Barby turns the camera downwards to get a full glimpse of the Rocket uniform, even though everyone already knows what it looks like.]

It's hideous! You expect a queen like me to wear this gaudy thing? Uh-uh, not going to happen! I demand an outfit worthy of my tastes right this instant! Otherwise I'll be seeing myself out of this little establishment. So chop, chop!

[And with that, she shuts the feed off and awaits her new outfit.

Third Person Sample:
Alright, so roughly two weeks had passed since her stupid training back at the Goldenrod Base. Despite her protests, she was forced to wear that damned outfit all throughout the pointless training. Honestly, the very thought of wearing that bloody thing was demeaning, but it's not like she had much of a choice. For now at least.

On the bright side of things, now that her training was done she was finally out of that base and dressed in an outfit worthy of her supposed status. Sitting down on on of the armchairs in the Pokémon Center, arms and legs crossed like a proper lady, Barby began to think. She plotted various ways to get back at that wretched organization, she pondered how she was still alive and why she was human again, and above all else, she wondered what exactly her next move should be. A sigh escaped her lips as her situation started to sink in the more she thought about it, and finally she decided it'd be for the best if she stuck with this team.

A sound cut through her train of thought, causing her to look up at the source of the noise. It was a clock, signaling the new hour. She frowned, noticing it was getting late and it'd probably be for the best if she headed in for the night. So she got up from her chair and headed for the (disgusting) cots...

Only to notice a familiar-looking red light out of the corner of her eyes.

"...not again!"

And the next thing she knew, a giant purple sludge, her second starter, was on top of her. It seemed to have taken a shine to its new trainer, but Barby wanted nothing to do with the smelly thing. "Get off of me you disgusting pile of sludge!"

But it was pointless. The Grimer was still happily hugging the blonde, while she did her best to pry it off of her.

"I SAID GET OFF! THAT'S AN ORDER!"

After a bit of struggling, Barby was finally able to grab her Pokéball from off her belt and activated it, sending the unruly slime back where it belonged. With it gone, she dusted herself off, and walked over to the cots with whatever small tidbit of dignity she could conjure up, shooting death glares at all who dared to stare at her.
